August 30 AM – the Unveiling Ceremony of Beijing-Tianjin-Hebei (“Jing-Jin-Ji”) Technology Transfer Talent Training Base & 2016 Technology Transfer Senior Talent Training Programme hosted by the Office of Science and Technology Development of Peking University, Beijing Technology Market Association, Northern Technology Exchange Market, Hebei Scientific and Technological Achievements Transformation Service Center, and organized by Entrepreneur’s Training Camp of Peking University and ChinaWorth Global Tech Consulting (Beijing) Co., Ltd. is successfully held in Beijing with guidance and support from Torch High Technology Industry Development Center MOST (“Torch Center”), Beijing Municipal Science & Technology Commission (“BMSTC”), Tianjin Municipal Science and Technology Commission (“TMSTC”), Hebei Science and Technology Department (“HSTD”), and Beijing Technology Market Management Office. Mr. Duan Junhu, Vice Director of MOST Torch Center, Mr. Liu Hui, Member of BMSTC, Mr. Li Qingxing, Head of Achievements Office TMSTC, and Mr. Geng Yanlou, Head of Achievements Office HSTD, among other leaders, attended the ceremony.
Jing-Jin-Ji Technology Transfer Talent Training Base is an integrated training platform jointly established by Beijing-Tianjin-Hebei Technology Transfer Collaborative Innovation Alliance and Entrepreneur’s Training Camp, Peking University for training and providing senior technology transfer personnel for enterprises, universities and community for adapting to changing markets and facilitating development of institutions.
Mr. Liu Jun, Secretary-General of Beijing-Tianjin-Hebei Technology Transfer Collaborative Innovation Alliance (“Alliance”) spoke at the ceremony. Liu talked about the context in which the Alliance was established and said the Secretariat of Alliance has been building web-based innovation platforms that enable Beijing, Tianjin and Hebei to share information, complement each other and grow together by following Jing-Jin-Ji development plan, working on SME science, technology and innovation and focusing on Internet + technology service + technology market, and has essentially achieved the following objectives:
First, building a platform
Six entities including Beijing National Technology Transfer Center of CAS, China International Economic Cooperation and Investment Corporation, Technology Transfer Center of Chinese Academy of Agricultural Sciences, Beijing Leadership Management Consulting Co., Ltd.,ZKHC Technology Promotion Center and Tianjin International Joint Academy of Biomedicine are working on a general platform that provides services in connection with intellectual property, technological achievement evaluation, patented technology exchange, capital connection achievement transfer and transformation and has gone live now. The platform will use Internet and information technology to serve more than 100,000 SMEs in Beijing, Tianjin and Hebei for making a transition of technology transfer from exchange between the supplying and demanding parties to collaborative innovation among members of innovation community, and facilitating interregional mobility and connection of innovation elements such as technology, industry, finance, information, personnel and service.
Second, building a base
A base is Beijing-Tianjin-Hebei Technology Transfer Talent Training Base which, as backed by the Entrepreneur’s Training Camp of Peking University, will train technology transfer personnel having hands-on experience for facilitating industry development in Jing-Jin-Ji region, and will make available competitive resources and innovation results of makerspace in Zhongguancun, and innovation wisdom of the most influential entrepreneurship mentors and angle investors to technology transfer agencies and practitioners for collaborative, web-based and market-oriented technology transfer. Following the startup of the first group of senior technology transfer talents’ training at today’s conference, 109 trainees from technology transfer agencies in Jing-Jin-Ji region will foster an innovative mindset and improve service skills through a series of activities including lectures entitled Survey and Theoretical Reflection on Science and Technology Intermediary Service Agencies in China, International Technology Transfer and Upgrade of Innovation-driven Industries, Technology Transfer Service Specifications, case study, mentor’s comments, comprehensive assessment of expert panel, and are expected to achieve results in science, technology and innovation in Jing-Jin-Ji region with knowledge they have learnt.
Third, compiling a textbook
A textbook is Jing-Jin-Ji technology manager training tutorial which is based on investigation and survey conducted by the editorial team for nearly six months, is strongly supported by and combines the joint efforts of experts, technology transfer agencies and technology managers, and will be made available by the end of this year. As an adjusted version of the technology manager training tutorial used in Beijing for four successive years, this tutorial places emphasis on theoretical continuity, creativity and practicability of technology transfer and provides teaching material containing cases for technology transfer agencies and practitioners in Jing-Jin-Ji region.
Fourth, building a team
In recent years, technical elements have moved smoothly in Jing-Jin-Ji region, a great number of technology transfer agencies have thrived by following the market trend under the guidance of government and under the joint efforts of agencies. There are 83 national technology transfer demonstration agencies, accounting for 18.2% of total, which play an active role in building technology transfer teams in Jing-Jin-Ji region.
Mr. Liu highlighted the role of technology transfer in improving national science, technology and innovation ability and enhancing national economic competitiveness. He said, the Alliance is training a diverse of multilevel technology transfer talents required by the market under the leadership of and with support from the Torch Center, science and technology authorities in Jing-Jin-Ji region and Beijing Technology Market Management Office, is working on a cross region talent training system integrating “academic education,professional qualifications training and specialized training”, and strives to promote technology transfer in the region by delving into training and practicing Jing-Jin-Ji technology transfer service mode.
Mr. Duan Junhu, Vice Director of the Torch Center, said in his speech that technology transfer talents are major players of the technology market, represent a key component of Jing-Jin-Ji technology service system, and play an important role in promoting scientific and technological achievement transformation. Given the fast-growing technology market and the fact of ‘right talent’ in short supply, it’s very important to build Beijing-Tianjin-Hebei Technology Transfer Talent Training Base for training talents.
Following the unveiling ceremony, the first training of the Technology Transfer Senior Talent Training Programme is held to transfer knowledge of technology transfer management and operation mode from theory to practice through lessons taught by tutors, trainees’ practice and sharing, and project matchmaking, among others, by focusing on international technology transfer, intellectual property exchange, management of technology, and transformation of innovation financing. In addition to Mr. Chen Dongmin, President of School of Innovation and Entrepreneurship, Peking University, Dr. Lin Lei from Tsinghua University School of Economics and Management, Professor Chen Kai from Beijing Technology and Business University invited to the training, a hundred of trainees from about 70 universities, institutions, research institutes, hi-tech enterprises, where 23% come from national technology transfer demonstration agencies including the Office of Science and Technology Development of Peking University, Tianjin Hi-tech Achievement Transformation Center, and Technology Transfer Center of Hebei University attended the event.
